Judith DelZoppo Pryor, First Vice President and Vice Chair
Export-Import Bank of the United States

Judith D. Pryor was appointed by President Joseph R. Biden and confirmed by the United States Senate to serve as First Vice President and Vice Chair of the Board of Directors at the Export-Import Bank of the United States for a term expiring on January 20, 2025. She plays an essential role in helping EXIM fulfill its mandate and mission to support U.S. businesses of all sizes by facilitating the export of American-made goods and services.

She brings to EXIM more than 35 years of leadership experience, spanning global trade and development finance, public policy, communications, marketing, and sales. Her diverse portfolio and experiences have helped advance U.S. exports in key regions including Africa and the Americas and expand EXIM’s impact in key sectors such as renewable energy, the satellite industry, and U.S. minority and women-owned small business.

Recent examples include the June 2023 board approval of more than $900M for a solar energy project in Angola – EXIM’s largest renewable energy transaction to date, and more than $407M for the rocket launches and in-orbit insurance of two geostationary satellites, in December 2022. Both transactions support President Biden’s Partnership for Global Infrastructure and Investment (PGII) goals.

Vice Chair Pryor was previously confirmed by the U.S. Senate as a member of EXIM’s Board from May 2019 to July 2021. Her confirmation to this post returned EXIM to full functionality and enabled the Agency to once again finance transactions of more than $10M.

Vice Chair Pryor also served during the Obama Administration as Vice President of External Affairs at OPIC, now known as the U.S. Development Finance Corporation (DFC). A member of the executive leadership team, she was responsible for external engagement, including congressional and public affairs, communications, and U.S. small business development. She held a seat on the Investment Committee, and during her tenure, OPIC’s portfolio grew by 50 percent to $21 billion.

Before entering public service in 2010, Vice Chair Pryor worked with multi-national companies primarily in the satellite industry including WorldSpace, Inc., COMSAT Corp., Inmarsat, and Orion Network Systems. She began her career at Gray & Company, which was later acquired by Hill & Knowlton Public Affairs Worldwide.

Whether public or private sector, Vice Chair Pryor’s strategic vision and collaborative approach over the years have ensured effective governance and sound risk management practices. She is dedicated to enhancing EXIM’s competitiveness, expanding outreach and improving customer service in order to ensure American exporters are provided a level playing field on which to compete and win across the global marketplace.
