Katherine is the Chief Executive Officer for River Advisers (formerly ManSat) which specializes in international spectrum regulation and market access. Before joining River Advisers, Katherine worked with U.S. defense contractors to bring commercial satellite and terrestrial communication technologies to austere environments in support of military, civil, and commercial initiatives.
Katherine serves as Chairwoman of Space & Satellite Professionals International (SSPI), mentors through the Techstars Starburst Space Accelerator and Space Generation Advisory Council, and supports the ITU’s Girls in ICT initiative.
A graduate of the International Space University’s Executive Program, Katherine holds a Bachelor of Science degree in Commerce from the University of Virginia.
Jacqueline founded Magnestar in December 2021, for satellite operators, regulators, and military groups, to predict signal interference, expedite coordination agreements, and enable a secondary market for spectrum; increasing communications resiliency in contested and congested environments.
Jacqueline won the SATELLITE 2023 startup award, graduated from the 2023 Creative Destruction Lab Space Stream and is a Canadian Delegate to the International Telecommunications Union under the United Nations.
She is a graduate of the International Space University, and was previously the Director of Data Strategy and Product Development at OMERS, the $124B pension fund, and was the lead Canadian Solutions Engineer for TIBCO Software.
Tim KienbergerAerospace and defense technology industries executive Tim Kienberger brings two decades of innovative leadership and experience to his role as the CEO of LeoStella.
Over the course of his career, Tim successfully delivered business growth, innovative products, and advanced technologies for emerging markets. He has continuously driven impactful results for customers and constituents in the advancement of space systems as a strategic leader with expertise in operations management, program execution and new methods that include Model-Based Engineering to improve product performance and delivery.
Prior to joining LeoStella, Tim built strong executive-level programs at industry-leading companies including L3 Harris and Boeing. He has extensive experience advancing enterprises beyond legacy organizational boundaries by leading teams through fast-paced development, production, launch and operations of small spacecraft constellations. Additionally, he formulated market strategies for complex, proprietary products, crafted robust processes in operations management and program execution, and fostered robust business expansion. Tim has developed a unique sense and skillset for how to pioneer success and meet customer needs effectively and efficiently.
Tim earned a bachelor’s degree in Engineering and Physics from Pacific Lutheran University, a Master of Science in Physics from the University of Washington and an Executive MBA/International Masters in Management from Purdue Krannert School of Management and TIAS/Nimbas Business School in the Netherlands.
Jennifer MannerJennifer A. Manner is the Senior Vice President of Regulatory Affairs at EchoStar Corporation where she is responsible for domestic and international policy, including spectrum management. Ms. Manner has held senior positions at the FCC including as Deputy Chief of the Office of Engineering and Technology and the Public Safety and Homeland Security Bureau, as well as Senior Counsel to FCC Commissioner Abernathy. Ms. Manner has held senior positions at satellite and other communications companies.
Ms. Manner serves including in leadership roles at several Federal Advisory Committees, including the Commerce Spectrum Management Advisory Committee and the FCC’s Technological Advisory Committee. Ms. Manner also holds leadership roles at several trade associations including the Satellite Industry Association, GSOA and USITUA. Ms. Manner has also chaired several groups at the ITU-R, including at WRC-23.
Ms. Manner has published numerous articles and books, including most recently Spectrum Wars: The Rise of 5G and Beyond. Ms. Manner is also an award winning filmmaker, most recently, When Wire Was King: The Transformation of Telecommunications.
Jacinta Tobin is Chief Revenue officer of Leolabs, a company dedicated to providing security, safety and sustainability in lower earth orbit.
Jacinta Tobin has over 20 years experience in defense, security, space and AI technology companies globally. She has worked directly with US Federal, Interpol and allied governments on counter terror, counter espionage and counter disinformation programs. She has also led security, AI and technology infrastructure sales to the federal and enterprise sectors.
Jacinta was named as one of the top 50 most influential women in technology in the US and one of the top 50 Irish people in technology by Silicon Valley Global magazine
Prior to LeoLabs, Jacinta was previously leader of the Cloudmark Division at Proofpoint and Chief Growth Office at Resilience AI.
Jacinta is board ambassador of the Messaging Anti-Abuse Working Group, a global organization that promotes cooperation between the allies and the world’s largest service providers, social networks and mobile operators to fight disinformation and messaging abuse.
